Add a strip of blue to the base of the hat.....

make a ball of paste and squash it flat.....
stick it to the base of the hat and then place both atop his head,  fixing everything with a little water or royal icing....

mark out where his waistcoat should be using the small knife......

make a red bow tie by rolling a small fat sausage, flattening the ends and then marking the creases.....

For his lapels roll out some blue paste and cut two stretched out triangles.....

add them to the edge of the coat/jacket and use the small knife to finish the look....

Add two small triangles of white sugarpaste for his shirt collar.....
